How to fill in the VO 7455 Council Tax challenge form
Where to get the current GOV.UK proposal form for England or Wales, what each part asks for, where to send it, and a checklist before you submit.
You can challenge online through GOV.UK, or on the proposal form from GOV.UK's Council Tax band challenge form page, sent by email or post with your evidence. There are separate forms for England and Wales, and both now carry the number VO 7455 (the Welsh form used to be VO 7280). The form is for a proposal. If you don't have a legal right to challenge, you're asking for a band review instead, which you can do online or by email without the form (proposal vs band review).
Checked against GOV.UK on 23 September 2026. Download a fresh copy of the form rather than using a saved one.
Which form
The GOV.UK page has:
- the proposal form for properties in England;
- the proposal form for properties in Wales, headed "Proposal to alter the 2005 valuation list", in English and Welsh;
- a separate form for houses in multiple occupation;
- an authority to act form, if someone is challenging for you. Send it with the proposal, or the challenge may be treated as invalid.
GOV.UK suggests downloading the form and opening it in Adobe Reader to fill it in on screen, or printing it and filling it in by hand.
Part A: the property
The property's address exactly as the band list shows it, its current band, and the date you became the Council Tax payer.
Part B: the proposal
Tick the ground that applies to you, give the band you think is right and the date it should apply from, and explain your reasons. Only tick a ground that genuinely applies. The common ones are paying Council Tax on the property for under six months and a change to your band in the last six months.
Part C: you, and the declaration
Say whether you're the owner, the occupier or acting for one of them, give your contact details, then sign and date the form.
Part D: the property details
Type, age, rooms, parking and heating. This helps the caseworker line your home up against your comparables. Fill in what you know, and leave a field blank rather than guess.
Part E: alterations
Any extensions or other changes to the property, with dates.
What to send with it
- your comparables: addresses, bands and why each one matches (how to choose them);
- any sales from around the valuation date (where to find them);
- a short covering letter: address, current band, the band you're asking for, and a summary of the evidence.
See how your band compares with similar homes nearby. The £39 challenge then part-fills this form for you.
